That's one of the more ignorant "talking point" comments I've seen in awhile. Choking of education funding? NCLB was an enormous expansion of education funding - by far the largest infusion of funding into local education by the federal government in history. The bill was authored by Ted Kennedy! Bush wanted more strings attached - more performance based funding. Kennedy & the democrats wanted more funding, so they compromised & did both.

These numbers are a direct result of the choking of education funding from No Child Left Behind (bush). When there is little education investment, it results in less government revenue
