Racine mother accused of locking son in basement due in court
RACINE - The mother from Racine accused of keeping her son locked up in her basement will be in court Thursday.
Teri Allen faces abuse charges after police say she kept her adult son, who has autism, in the basement, used a shock collar on him, and forced him to go to the bathroom in a bucket.
The mom also admitted that her son would have no way to leave the basement, and in the case of a fire, would have no escape. She also said she feeds her son through a hole in the wall.
