ELKHORN - A sex offender ordinance in the works in Elkhorn is stirring up controversy.

The city has more registered sex offenders than any other community in Walworth County.
Mayor Brian Olson supports a proposed ordinance that will restrict where they can live in the future.
But Alderman Gary Payson believes if it's approved, it will have a down side.
"Law enforcement is telling us, this is going to make their job harder to find out where the sex offenders are at," Payson said.
The council could vote on the proposed ordinance sometime in October.
