More state employees get phantom jobs to get raises

 MADISON -- A new report shows that Gov. Scott Walker's administration gave three state employees raises by transferring them between phantom jobs. 

The biggest raise was over $14,000. The employees were switched between multiple phantom positions before being returned to their original roles in order to avoid laws restricting raises for public employees.
