Documents shed light on Outagamie County official's departure

 APPLETON, Wis. (AP) -- Documents show that Outagamie County's former emergency management director was forced out because of professionalism issues, not for the failure of anyone to sound tornado sirens during destructive storms last August.

In a memo in Julie Loeffelholz's personnel file, County Executive Thomas Nelson cited "a pattern of unprofessional behavior" and management issues separate from the siren problem. He cited the use of foul language in the office, slamming down phones and screaming at subordinates.

Post-Crescent Media obtained the memo and a resignation agreement that it requested under Wisconsin's Public Records Law.

The newspaper was unable to reach Loeffelholz or Nelson for comment.

The agreement says Loeffelholz will receive her full salary and benefits until July. She agreed not to sue or disparage county officials.
