MILWAUKEE -- All Milwaukee County offices and buildings reopened Tuesday, which means county workers are back on the job.

But the work didn't stop for some city crews on Monday. They had to fix street lights that had gone out. In fact, the city considers it an emergency when several street lights are out on the same block.

"They're out here every day, no matter if it's raining, snowing or bitter cold like today," said city electrical services manager George Berdine.

"On a day like today, it's emergency work only."

The city had more than 40 electrical workers on the job on Monday.
