Brew City Flood: FEMA Visits Leave Homeowners With Questions

WHITEFISH BAY - FEMA is careful to say there's no guarantee anyone will get federal help.

But if it does become available, many wonder if they'll be left out because they have insurance.

This was Gary Moss'  basement right after the flood. It took him more than a day to pump all the water and sewer backup out of his basement.
 
"We worked for it and it's really sad to see it all blown away,” he told TODAYS TMJ4.
 
A week later, the Moss' once finished basement is gutted. They've had to buy all new appliances.    

Gary has sewer backup insurance to help pay for some of the cost. But, he estimates it'll fall $20,000 short of his actual loss.
 
"There's going to be an awful lot of out of pocket expenses like everyone else on this block and several other blocks,” he said.
 
So, Gary wonders, will Fema step in?
 
"Every case is inspected on a case by case basis,” said Kat Langel, one of the FEMA workers on site in Whitefish Bay. "Fema aid does not duplicate benefits, " she said.
 
FEMA will not give specifics on what criteria will be used to determine who receives help.

They will only offer money to replace essentials and will not pay for something covered by insurance.
 
Gary says he needs all the help he can get. He doubts his home will ever be the same as it was before the flood.
 
"There might be something available but because we did the right thing we might not be eligible to get it,” he said.
 
FEMA will remain in Milwaukee Count y through the end of the week. They say they cannot give a solid estimate on how long it will take to determine if Milwaukee County gets a Federal Disaster Declaration.
