MILWAUKEE - People in Milwaukee have told TODAY'S TMJ4 they are among the 800,000 in the midwest who did not have phone service Monday morning.

Bloomberg says that's a big percentage of the 5 million subscribers to their phone service.

UPDATE: As of 2:09 p.m. on Monday, most service has been restored. According to Mike Pedelty, Twime Warner Cable spokesperson, most customers' phone service was restored at 3 a.m. Some customers are still experiencing intermittent service, and Time Warner is still working with them individually.
