Judge upholds rule stating demonstrators at state Capitol must obtain a permit

MADISON - A Dane County Circuit Court judge has upheld a rule that says permits are required for anyone wanting to hold events at the state Capitol building.

"Judge Genovese was asked to interpret the meaning of a portion of the law governing conduct at the Capitol, Wisconsin Administrative Code provision ADM 2.14(2)(v), which relates to conducting a picket, rally, parade or demonstration at the state buildings, including the Capitol," said Stephanie Marquis with the Wisconsin Dept. of Administration.

According to the decision, the judge reaffirmed that anyone wishing to conduct a demonstration at the state Capitol must first obtain a permit thought the Department of Administration. The law has been in effect since 1979.
