The Dane County District Attorney is still deciding which charges to file against the man who carried homemade bombs into the State Capitol.
Capitol Police arrested Kvon Smith, 20 of Milwaukee after he walked into the Capitol claiming to have molotov cocktails in his backpack. The arrest happened just hours before Gov. Walker’s 2013 State of the State address.
It turns out the containers were not explosive. Smith's family says he has mental problems.
