MILWAUKEE - A block watch captain thought he was just doing his job, but got two tickets from police instead.
Now he is fighting to have them dismissed.
Richard Espinoza has lived near the corner of 28th and National for years, always trying to keep it clean and quiet.
But an argument with a neighbor the day after Thanksgiving has him facing hundreds of dollars in fines.
