Hmong Man Accuses MPD Cop of Brutality/Rally Saturday

There are new allegations of police brutality against the MPD, but Chief Flynn is standing by his officer.

Koua Moua claims a Milwaukee Police Officer attacked him back on February 17.  But Moua is being charged with resisting arrest after he allegedly refused to turn off his car when an officer ordered him to.   

Instead, he tried to take off, pulling the officer with him.

The officer then hit Moua and pulled him out of the car. A witness called 911.

"Somebody tried to run an officer while he was in the door. An officer tackled him to the ground," said the witness.

Milwaukee Police Chief Edward Flynn says his officer did the right thing.

"I have an officer that, as far as I'm concerned, had his life placed at risk by a drunken driver who tried to drive off with him, still in the cab," said Flynn.

"It's clear the officer feared for his life, it's clear the officer used force, it's clear the officer freely admitted to the use of force, and that force stopped the threat."

But Moua's attorney says he didn't understand English.

"The man speaks no English," states Alan Eisenberg, who's representing Moua. "He said he heard no such command."

The Milwaukee Police Association issued a statement on the situation:

"The entire incident was not only witnessed by two citizens that supported the officer's actions but it was also reviewed by the officer's supervisors, the Professional Performance Division of the Milwaukee Police Department and the Milwaukee County District Attorney's Office. All found, the officer's actions to be necessary given the circumstances."

A rally in support of Moua is planned for Saturday, March 29 at the 4th Police District at 69th and Silver Spring.  It starts at 9:30 a.m.
