22-year-old woman with down syndrome safe after apparent kidnapping

MILWAUKEE- A young woman with down syndrome who was reportedly kidnapped is safe Friday morning.

The Milwaukee Police Department said Thursday evening they located the 22-year-old woman with down syndrome that was apparently kidnapped around 5:10 p.m. Tuesday near N. 82nd St. and W. Capitol Ave.

The woman's stepfather was spotted by officers at S. Layton Bl. and W. Pierce St. at 7:56 p.m. Thursday, and a short pursuit ended at S. 39th St. and W. Pierce St. at 7:58 p.m.

A police spokesperson said officers arrested a suspect for kidnapping and fleeing.  He also had a felony probation violation and a warrant for not maintaining "his sex registry."

A spokesperson said that 22-year-old Kiara S. Freeman is doing OK, however she is "shaken up due to her stepfather's reckless driving and the fact that he rammed a police squad that attempted to stop her."

The officers were not injured.

Kiara S. Freeman is being examined at a local hospital.

Police didn't release a possible motive for the alleged kidnapping.
