Plan B: Paul Ryan also seeks House re-election in Wis.

MILWAUKEE (AP) -- Regardless of who wins the White House, Paul Ryan has a backup plan.

The Wisconsin congressman is seeking re-election to the U.S. House, in addition to being tapped as Republican Mitt Romney's running mate. Ryan has held his 1st District seat in southeast Wisconsin since 1998.

It's been an uphill climb for his challengers, Democratic businessman Rob Zerban and Libertarian Keith Deschler. Zerban unsuccessfully tried for weeks to get Ryan to debate him.

But even before he was picked as Romney's No. 2, Ryan was seen as a rising GOP star.  He's chairman of the powerful House Budget Committee, and gained prominence by drawing up an austere budget blueprint that would've reshaped Medicare into a voucher-like program for many people.

If he wins both races, he would resign from Congress.
