Penny-wise Or Pound Foolish?

     74-year-old Eileen Wilbur has lived in her home in South Attleboro, Massachusetts since 1959.  She is legally blind.

     Two weeks ago, Wilbur received a notice from the City saying that if her unpaid utility balance is not paid by December 10th, a lien will be placed on her tax bill.  Wilbur's outstanding balance?  One cent!

     The balance apparently stems from a water and sewer bill for the fiscal year that ended in July 2008.

     The collector for the City, Debora Marcoccio, says that it's Wilbur's fault that the balance is unpaid and that it would be "irresponsible" for the City to not send bills for small amounts.

 

                                                            

     Later today, we'll discuss whether Marcoccio (pictured above) is a complete idiot or whether the City is within it's rights in attempting to collect the outstanding balance?
