Why does the Secretary of State of the United States of America bizarrely break into laughter while discussing the "scourge of piracy." I will admit that I have myself occasionally chuckled over the resurgence of piracy.. but, thank God, I am not the chief foreign policy official of a nation which had just had 21 of its citizens seized...
